Today much of society's information and services are being delivered on-line. Enabling web sites for use by persons with special needs (visually impaired, people with dexterity problems etc.), helps them carry on their daily lives without dependence on others.

Governments in USA and Canada have enacted laws requiring that Governments and certain organizations make their web sites usable by this segment of population. Section 508 in USA and the Ontario Disabilities Act, 2001 in the province of Ontario, Canada are examples of these laws which also cover municipal Governments.
